it would be filled with miatas and rusty neons and civics struggling to do more than 90 :P

Or maybe just a high toll, something like $10 or more.

Hold cars at a gate for 30-60 seconds per car.

Unfortunately, there maybe have to be model year restriction so the cars let on there are known to be capable of at least 100 - 110 safely.

Left lane only for passing, or if your car is doing 125mph.

This would somewhat ensure safe following distances and a minimal amount of accidents.

Could have devices to measure tread depth on tires and perhaps some other variables.

lol yeah, that's my concern, if you are going to have a highway for these speeds, it should have some way of determining if cars are safe to proceed and/or capable of proceeding onto the road.

125 is beyond the top speed limiter of many, many cars. Although many cars are capable of at least 100, which I think should be the minimum speed, for safety concerns.

Sounds like a good idea at first but what comes to my mind is that although the SCCA/NASA license would do much to eliminate driver error, things out of the drivers control like mechanical errors at that speed would be much more dangerous
